Practitioner Insights: Matrix Without a Parent – Data Protection in the Grey Area of Cross-Organisational HR Data Processing

Employee data processing in international organisations is often organised through centralised HR functions or shared service centres. However, the data protection framework becomes far less clear when such structures operate outside traditional group or holding models and instead follow matrix-style organisational setups. This is particularly common in the non-profit sector, where HR functions may be centralised across several legally independent entities.

MYLE partner Patrick Lipták explores with Christian Aretz grey areas under the GDPR, including questions of applicable legal bases, allocation of responsibilities, and the practical implications of cross-entity HR data processing. Further read (in German, paywall): PinG – Privacy in Germany.
